WILKES-BARRE — Two Wilkes-Barre Police Benevolent Association officials have filed a federal civil rights lawsuit against the city, alleging officials retaliated against them for raising concerns about leadership — including allegations that the police chief has been cooking the books to make it appear the crime rate went down.

The founder and principal of the firm is Mark B. Frost, who has over forty years of litigation experience. In his career, Mr. Frost has served as an officer in the United States Marine Corps in South East Asia during the Vietnam conflict. He has successfully represented clients in jury trials, bench trials, arbitrations, and appeals.
